§ 142E.05 — At-home Infant Child Care Program

Plain-Language Summary

This section creates the At-Home Infant Child Care (AHICC) program, which provides a subsidy to parents who choose to stay home and care for their own infants under 12 months old instead of using outside child care. The subsidy amount equals what the program would pay for licensed child care in the area. To qualify, the family must be income-eligible and the stay-at-home parent must not be working or in school.

Practical Notes
This program is an alternative to traditional child care subsidies, allowing a parent to be paid to stay home with a newborn or young infant. The benefit is usually less than what formal child care costs, but it helps cover lost wages. Families must have been receiving MFIP or basic sliding fee child care to transition into this program.
