§ 147.037 — Licensing of Foreign Medical School Graduates

Plain-Language Summary

This section explains how graduates of foreign medical schools can get licensed in Minnesota. They must pass required exams, get certification from the Educational Council for Foreign Medical Graduates, complete clinical training, and show they can communicate in English. The section also creates a limited 24-month license for foreign-trained doctors who agree to practice in rural or underserved areas under a collaborative agreement with a Minnesota physician.

Practical Notes
Foreign medical graduates have additional requirements compared to U.S. or Canadian graduates, including ECFMG certification and English proficiency. The limited license pathway allows practice in underserved areas with physician supervision and can lead to a full license after two years of successful practice. Employers of limited license holders must pay at least medical resident equivalent wages and carry malpractice insurance.
