§ 16B.97 — Grants Management

Plain-Language Summary

This law gives the commissioner of administration authority to oversee how state agencies manage grants. The commissioner creates statewide policies for grant programs, maintains a listing of all available grant opportunities, and can suspend grantees who break the rules for up to three years. Executive agencies must follow the commissioner's grant management policies.

Practical Notes
Grantees facing suspension or debarment can request an administrative hearing within 20 days. The commissioner provides a central contact point for reporting fraud, waste, or policy violations in grant processes. The identities of people who report concerns are kept private but may be shared with the agency being reported on.
