§ 179.07 — Labor Dispute Affecting Public Interests; Procedure

Plain-Language Summary

When a labor dispute affects public safety, health, or essential services, the commissioner can appoint a three-person fact-finding commission. Once the commissioner announces this, neither side can strike or lock out workers for 30 days. The commission investigates and reports on the issues and each side's arguments.

Practical Notes
This applies to industries that provide life necessities like utilities, healthcare, and food supply. The 30-day cooling off period can be extended if both parties agree. The commission includes one representative each from employers, employees, and the public. The commission must file its report at least five days before the cooling off period ends.
