§ 25.41 — Inspection, Sampling, and Analysis

Plain-Language Summary

This section authorizes the Commissioner of Agriculture to inspect feed manufacturing facilities, take samples of commercial feed products, and have them analyzed to verify compliance with labeling claims. Inspectors may enter premises where feed is manufactured, stored, or sold at any reasonable time. Test results showing non-compliance can trigger enforcement action.

Practical Notes
Feed manufacturers and distributors should expect unannounced inspections and product sampling by Department of Agriculture inspectors. Products that test below their label guarantees for protein, fat, or other nutrients may result in a label deviation notice and corrective action. Businesses with consistent quality control programs are better positioned to pass inspections.
