§ 256R.38 — Performance-based Incentive Payments

Plain-Language Summary

Nursing facilities can earn extra payments of up to 5 percent above their operating rate by meeting performance goals in a contract with the commissioner. Goals may include helping residents return home, adopting new technology, improving quality scores, or reducing hospital costs.

Practical Notes
These incentive payments are competitive. The commissioner selects the best proposals and limits the total spending to available appropriations. Payments are time-limited rate adjustments included in the external fixed costs rate. Facilities can also propose their own outcome measures for consideration.
