§ 256R.25 — External Fixed Costs Payment Rate

Plain-Language Summary

External fixed costs are costs outside a facility's direct control that are passed through in the payment rate. These include the nursing home surcharge, licensure fees, property taxes, employer health insurance, PERA costs, and several incentive payments for quality, performance, and special needs.

Practical Notes
The provider surcharge is $19.02 per resident day. Each cost component is calculated per resident day. This rate also includes incentives for single-bed rooms, quality improvement, planned closures, consolidations, border city adjustments, critical access designations, and nursing home employment standards. Some provisions require federal approval before taking effect.
