§ 268A.14 — Statewide Reimbursement System for Employment Support Services

Plain-Language Summary

This section establishes a statewide reimbursement system for employment support services for people with mental illness. The commissioner of employment and economic development and the commissioner of human services jointly operate this system, which reimburses providers for services that help people with mental illness find and keep jobs. The system emphasizes rapid job search, client choice, integrated services with mental health treatment, peer involvement, employer education, and coordination across social service systems.

Practical Notes
This reimbursement system funds a broad range of employment support activities, including benefits counseling, job placement, career planning, crisis management, and employer outreach. Providers must participate in cross-agency training and coordination. People with mental illness participating in supported employment funded by this system have rights to be involved in developing their own rehabilitation plans and in governance of the programs.
