§ 274.135 — County Boards; Appeals and Equalization Course and Meeting Requirements

Plain-Language Summary

County board members who hear property tax appeals must attend a state-approved training course at least every four years. If a county does not have a trained member at its appeal and equalization meeting, the county loses its board of appeal powers for at least two years and a special board takes over. Taxpayers in counties that fail to meet these requirements can appeal directly to the state commissioner of revenue.

Practical Notes
This section ensures county board members handling tax appeals have proper training. If you live in a county that has lost its board of appeal powers due to non-compliance, watch for open book meetings in April and May as an alternative review option. Counties that fail these requirements may be billed $500 per parcel for each appeal the state must handle.
