§ 3.98 — Fiscal Notes

Plain-Language Summary

The head of each state department or agency, including the supreme court, must prepare a fiscal note when requested by the chair of the standing committee handling a bill, the chair of the house Ways and Means Committee, or the chair of the senate Finance Committee. The note estimates the bill's effect in dollar amounts, the statutory provisions affected, changes in revenues or expenditures, costs absorbable without new funds, the assumptions used, and any long-range implications, but it expresses no opinion on the bill's merits. Copies go to those committee chairs, the bill's chief author, and the commissioner of management and budget.
