§ 453.51 — Intent

Plain-Language Summary

This law lets Minnesota cities that run their own electric utilities work together to get a reliable and affordable supply of electric energy. Two or more cities can create a municipal power agency, which is a separate government body that can build or buy power plants and transmission lines.

Practical Notes
If your city owns an electric utility, it can join with other cities to form a municipal power agency. This gives smaller cities the ability to achieve the cost savings that come from larger-scale power generation. The law also allows cities to build hydroelectric plants.
