§ 484.90 — Fees Payable to Court Administrator

Plain-Language Summary

This section governs the allocation of fines, penalties, and forfeitures collected by district court administrators throughout Minnesota. Generally, 100 percent of parking fine revenue goes to the city where the offense occurred. For other offenses, two-thirds of fines go to the city or town where the offense occurred and one-third goes to the state general fund. The court administrator may accept checks as conditional payment and is not liable until the check clears.

Practical Notes
Cities and towns across Minnesota depend on a portion of criminal fine revenue to support their budgets. The two-thirds allocation to local governments reflects the role cities play in law enforcement and prosecution. Defendants paying fines by check should be aware that their payment is not considered complete until the check clears, and bounced check fees or additional charges may apply.
