§ 13.03 — Access to Government Data

Plain-Language Summary

This section establishes the public's right to inspect and copy government data. It sets rules for how government entities must respond to data requests, what fees they may charge, and how they must handle requests for data stored in electronic form.

Practical Notes
When this applies: Whenever you want to inspect or obtain copies of government records from any Minnesota government entity. Who this affects: Any person — you do not need to give a reason for your request or even identify yourself to inspect public data. Key points: You have the right to inspect public data at no charge. Copies cost no more than 25 cents per page for 100 or fewer black-and-white pages. For larger requests, the entity may charge actual costs including employee search time. The entity must respond immediately if possible, or within a reasonable time. You cannot be asked why you want the data. If data is available electronically, the entity must generally provide it in electronic form upon request.
