§ 134.20 — Regional Public Library Systems

Plain-Language Summary

Two or more counties, or cities in two or more counties, can pool resources to create a regional public library system under an intergovernmental agreement. The regional system has its own board with all the powers of city and county library boards. Library taxes collected in participating areas go to support the regional system. Cities with their own libraries can join regional systems voluntarily.

Practical Notes
Regional library systems like Pioneerland Library System and Arrowhead Library System are established under this section. Joining a regional library system allows smaller counties and cities to pool resources for better collections, technology, and shared services. A city with its own library can still keep a local library fund and supplement regional services with local support.
