§ 134.201 — Regional Library District

Plain-Language Summary

Regional public library districts are a more formal governmental structure — actual government units with taxing authority — that can be established in the Great River Regional Library System and East Central Regional Library System areas. A district can be formed by approval of participating local governments representing a majority of the population, or by voter referendum. Districts have elected boards and can levy property taxes to fund library services, replacing local city and county library levies.

Practical Notes
Regional library districts are government units with the power to levy property taxes directly, rather than relying on county and city levies. If you live in the Great River or East Central regional library areas, a district may already be operating. Districts can issue bonds for library buildings and can be terminated three years after formation by referendum.
