§ 14.09 — Petition for Adoption of Rule

Plain-Language Summary

Any person can ask a state agency to create, change, or remove a rule by filing a petition. The petition must explain what action is wanted and why. The agency has 60 days to respond in writing with a detailed explanation of what it plans to do with the request.

Practical Notes
This gives ordinary citizens the right to formally ask an agency to change its rules. The agency must respond within 60 days with a specific, detailed answer. The chief administrative law judge sets the form for these petitions. If the agency decides to hold a public hearing, it must follow the full rulemaking procedures.
