§ 14.05 — General Authority

Agencies can only create rules when the legislature gives them the authority to do so. If the authorizing law is repealed, the rules automatically end too. Agencies can modify proposed rules, but not so much that the final rule is substantially different from what was originally proposed. The governor can veto any adopted rule within 14 days. Each year, agencies must report any rules that are outdated or unnecessary.
