§ 142A.07 — Grants and Purchase of Service Contracts

Plain-Language Summary

This section governs how county agencies buy social services from outside providers through grants and contracts. Counties must use written contracts, check client eligibility, develop service plans, and monitor the quality of services. It also sets rules for contracting across county and reservation lines.

Practical Notes
When a county contracts with a vendor, that contract becomes the lead contract that other counties must follow. Counties can negotiate supplemental agreements for better performance but cannot pay less than the lead contract rate. For foster care, payments must follow the Northstar Care for Children program rules and are separate from any additional service payments.
