§ 142B.65 — Child Care Center Training Requirements

Plain-Language Summary

This section sets detailed training requirements for directors, staff, substitutes, and volunteers at licensed child care centers. Before working with children, staff must complete orientation training covering the center's philosophy, safety procedures, behavior guidance, maltreatment reporting, and other topics, and must complete pediatric first aid and CPR training within the first 90 days. Ongoing annual in-service training is required: directors and full-time staff must complete 24 hours per year, part-time staff 12 hours per year, covering health and safety, maltreatment reporting, SUID reduction, abusive head trauma prevention, and other topics from the Minnesota Knowledge and Competency Framework.

Practical Notes
Child care center directors must track and document all staff training, and documentation must be kept in each personnel file on site. Staff who already completed recent training — such as first aid or CPR within the last two years, or child development training within five years — may qualify for exemptions. Some training (like orientation and first aid) cannot be double-counted toward in-service hours. Inspectors routinely check training documentation during licensing visits.
