§ 169.345 — Parking Privilege for Physically Disabled

Plain-Language Summary

People with qualifying physical disabilities can obtain a disability parking certificate or plate that allows them to park in designated handicapped spaces, at metered spaces without paying, and in time-limited spaces without time restrictions. The certificate must be displayed by hanging it from the rearview mirror.

Practical Notes
When this applies: When a person with a qualifying physical disability needs to park in Minnesota. Who this affects: Physically disabled persons and their drivers. Key points: To qualify, you must have a condition that severely limits mobility, such as inability to walk 200 feet without stopping, needing a wheelchair, or having a lung disease requiring portable oxygen. A health professional must certify the disability. The certificate must be visibly displayed. You can park in handicapped spaces, at meters for free, and in time-limited spaces without time limits. However, you still cannot park in no-parking zones, fire lanes, or spots reserved for other purposes. The certificate is for the disabled person, not the vehicle – it should only be used when the disabled person is being transported.
