§ 182.655 — Occupational Safety and Health Standards

Plain-Language Summary

The Commissioner of Labor and Industry sets workplace safety standards through a public process. Employers and workers can comment on proposed rules and request hearings. Employers can apply for temporary or permanent variances if they cannot meet a standard right away but have a plan to comply. Standards for hazardous substances must protect workers from harm over their entire working life.

Practical Notes
This section explains how Minnesota OSHA rules are made. Standards must be at least as strong as federal OSHA rules. Employers who cannot comply immediately can request a variance, but must show they are protecting workers and have a plan to reach full compliance. Emergency standards can take effect immediately when workers face grave danger.
