§ 204C.20 — Ballots; Number to Be Counted

Election judges determine how many ballots should be in the box by counting signed voter certificates, then check that the actual count matches. If there are too many ballots, unintialed ones are removed first. If there are still too many, a judge randomly draws out the excess without looking. Ballots not counted are sealed in a separate envelope with a certificate explaining why.

This process ensures every ballot box contains only the right number of ballots. The random drawing of excess ballots is a safeguard. Missing election judge initials alone will not disqualify a ballot if the count matches.
