§ 204C.24 — Election Returns; Summary Statements

Plain-Language Summary

Election judges must complete at least three copies of a summary statement for each precinct showing ballot counts, votes for each candidate, spoiled and unused ballots, and the number of voters. The judges sign each copy certifying accuracy. The summary statements are sealed in separate envelopes signed by the judges so they cannot be opened without breaking the seals.

Practical Notes
Summary statements are the official record of each precinct’s election results. The multi-copy and sealing requirements ensure there is a secure chain of custody. Any tampering with the envelopes would be visible from the broken signatures.
