§ 355.07 — Declaration of Policy

Plain-Language Summary

This section declares that the legislature's policy is to extend Social Security protections to state and local government employees as broadly as possible. It also says that existing retirement benefits must not be reduced when Social Security coverage is added. A referendum is required before adding coverage for employees in a retirement system, and police and firefighter positions are excluded.

Practical Notes
If you are a public employee whose position is being considered for Social Security coverage, a secret ballot vote must be held first. Your existing retirement benefits are protected and cannot be reduced just because Social Security is added. Police officers and firefighters covered by their own retirement plans are not eligible for this coverage.
