§ 403.161 — Prepaid Wireless Fees Imposed; Collection; Remittance

Plain-Language Summary

When you buy prepaid wireless phone service, you pay an 80-cent E911 fee plus other small fees for telecommunications access and the 988 mental health line. The store collects these fees and sends them to the state. Very small prepaid purchases (under $5 or 10 minutes) are exempt from these fees.

Practical Notes
If you buy a prepaid phone card or add minutes to a prepaid phone, you will see these fees on your receipt. Sellers keep 3% of the fees they collect to cover their costs. The fees can change if the state adjusts the underlying 911 or telecom fees, with 30 days notice on the Department of Revenue website.
