§ 447.31 — Creation and Reorganization of Hospital Districts

Plain-Language Summary

This section allows two or more cities or towns to join together to form a hospital district. The district is created by a petition, a public hearing, and an order from the board that oversees the process. Voters in the area can also force a referendum to reject the new district.

Practical Notes
Hospital districts let small rural communities pool resources to build and operate a hospital that no single city could afford alone. The creation process includes public notice and a chance for voters to block the district. Once formed, the district is a separate unit of government with its own taxing authority.
