§ 609.713 — Threats of Violence

Makes it a felony to threaten to commit a crime of violence with the intent to terrorize another person or cause a public disturbance, such as evacuating a building. Also covers bomb threats and brandishing replica firearms to cause fear. Penalties range up to five years for threats of violence and up to three years for bomb threats.

Practical Notes
Verbal and written threats can be serious crimes in Minnesota, even if you never intended to follow through. Threatening someone in person, by text, on social media, or by any other means can be charged under this statute if the purpose is to terrorize. Bomb threats and similar hoaxes carry separate penalties. Even displaying a realistic-looking toy gun or BB gun in a threatening way can result in criminal charges.
