§ 14.07 — Form of Rule

Plain-Language Summary

The Revisor of Statutes helps agencies write their rules and must approve the form of every rule before it takes effect. Rules must use plain language, avoid duplicating statute text, and not reference documents the public cannot easily access. The Revisor can also update the style and form of existing rules without changing their meaning.

Practical Notes
No agency rule is valid unless the Revisor of Statutes has approved its form. Agencies generally cannot hire outside attorneys to draft rules unless the Revisor agrees the expertise is needed. If a rule references an outside document, that document must be available to the public through a library system.
