§ 142B.15 — Denial of Application

This section lists the reasons the commissioner can deny a child care or foster care license application. Reasons include failing to submit a complete application, not following the law, giving false information, or having a disqualifying background study. Applicants who are denied have the right to appeal through a contested case hearing.

Practical Notes
If your application is denied, you will receive a written notice explaining why. You have 20 calendar days from receiving the notice to appeal. The appeal must be sent by certified mail, personal service, or through the provider licensing hub. A history of not following the rules at other licensed programs can also be a reason for denial.
