2025 Session Last amended: 2010 session

§ 14.14 — Hearing on Rule

Plain-Language Summary

When a public hearing is required or chosen for a proposed rule, the agency must notify everyone on its mailing list at least 30 days before the hearing. The notice must include the proposed rule or a clear summary and explain how to participate. An administrative law judge runs the hearing, and everyone affected can present evidence and ask questions. Rules affecting farming must have at least one hearing in an agricultural area.

Practical Notes
You can sign up with any state agency to receive notice of its rulemaking hearings by providing your email or mailing address. At the hearing, you can present written or oral evidence and ask questions of agency representatives. The administrative law judge ensures fair treatment but can limit repetitive statements. A free copy of the proposed rule must be available on request.
