2025 Session Last amended: 2001 session

§ 14.25 — Public Hearing

Plain-Language Summary

If 25 or more people submit written requests during the 30-day comment period, the agency must hold a public hearing on the proposed rule. Each request must include the person's name and address and identify which parts of the rule they oppose. If hearing requests are withdrawn to drop below 25, the agency must notify everyone and an administrative law judge reviews whether the withdrawals were proper.

Practical Notes
To force a public hearing on a proposed rule, you need 25 people to submit proper written requests within the 30-day comment period. Each request must include the person’s name, address, and either which parts of the rule they oppose or a statement opposing the entire rule. A hearing cannot be canceled within three working days of the scheduled date.
