§ 14.22 — Notice of Proposed Adoption of Rules

When an agency proposes a rule without a public hearing, it must publish notice in the State Register and mail or email notice to registered persons. The public gets 30 days to comment and can request a public hearing. If 25 or more people request a hearing, the agency must hold one. The agency can also give 'dual notice' of both the proposal and a potential hearing at the same time.

Practical Notes
You have 30 days to comment on a proposed rule after the notice is published. If you believe a hearing is needed, organize at least 25 people to submit written requests within the 30-day period. Your comments should identify the specific part of the rule you are addressing, explain your reason, and suggest any changes. A free copy of the proposed rule is available from the agency on request.
