§ 142A.605 — Northstar Kinship Assistance Eligibility

Plain-Language Summary

This section sets eligibility rules for Northstar kinship assistance, which helps relatives who take permanent custody of a child from foster care. The child must have been removed from home, lived with the relative for at least six months, and have a written agreement in place before custody transfers. The relative must pass a background study.

Practical Notes
Relatives with certain felony convictions cannot receive kinship assistance. Agreements can be extended past age 18 up to age 21 if the child is in school, working, or has a disability. If the relative custodian dies, a named successor in the agreement can take over. Biological parents and stepparents are not eligible to be relative custodians under this program.
