§ 171.055 — Provisional License

Plain-Language Summary

A provisional license is the first license for 16- and 17-year-olds in Minnesota. To get one, a teen must have held an instruction permit for at least 6 months with a clean record, completed driver's education, and logged at least 40 hours of supervised driving (including 15 nighttime hours).

Practical Notes
Provisional license holders have restrictions. For the first 6 months, they cannot drive with more than one passenger under 20 who is not a family member. They also cannot use a cell phone while driving, even hands-free.
