§ 256R.13 — Auditing Requirements

Plain-Language Summary

The state audits at least 15 percent of nursing facilities each year. Audits can be desk reviews or on-site field audits covering the four most recent cost reports. If a facility does not provide requested records, the state can disallow those costs when setting the payment rate.

Practical Notes
Facilities selected for audit may be chosen randomly or based on risk factors like ownership changes, complaints, or past correction orders. Rate adjustments from audits must be at least 0.15 percent of the statewide average to take effect. If record-keeping is poor, the facility may be required to hire professional help to fix it within 90 days. Facilities retain full appeal rights even when the commissioner makes assumptions due to missing documentation.
