§ 206.89 — Postelection Review of Voting Systems

Plain-Language Summary

After every state general election, counties must conduct a postelection review by hand-counting ballots in selected precincts and comparing the results to the machine count. If the hand count differs from the machine count by more than a small number of votes, additional precincts must be reviewed. If errors are widespread, a full recount of the affected district may be ordered.

Practical Notes
Minnesota’s postelection review is one of the most thorough in the country. Counties with more voters must review more precincts. If a voting system fails the accuracy test, it cannot be used again until the Secretary of State recertifies it, and the vendor may lose its bond. The review must be done in public and completed before the State Canvassing Board meets.
