§ 14.365 — Official Rulemaking Record

Each agency must keep an official rulemaking record for every rule it adopts. This record must be available for public inspection and includes all notices, comments, the statement of need, hearing transcripts, the administrative law judge's report, and other key documents. This record is the only official record for judicial review of the rule.
