§ 62D.30 — Demonstration Projects

This section allows the Commissioner of Health to set up demonstration projects that let HMOs extend coverage to Medicare beneficiaries, small employer groups, individuals without group coverage, and low-income groups. The commissioner can waive certain requirements for these projects. There is also a special rural demonstration project provision for health improvement and purchasing coalitions in greater Minnesota.

Demonstration projects allow experimentation with new ways to deliver health care coverage, particularly for underserved groups. Rural communities can form health improvement coalitions to pool risk and design benefits. Projects can last up to six years with an option to renew.
