§ 609.3241 — Penalty Assessment Authorized

Plain-Language Summary

Courts must impose a special fee of $500 to $1,000 on adults convicted of prostitution-related crimes (other than as a prostitute), sex trafficking, and related offenses. The money goes to law enforcement training, prosecution efforts, and services for sexually exploited youth through the Safe Harbor program. Courts cannot waive the minimum fee but can reduce it to $100 for people who cannot afford it.

Practical Notes
This assessment is in addition to any fines or other penalties. It funds Minnesota’s Safe Harbor program, which provides services to sexually exploited youth. Even indigent defendants must pay at least $100, though the court can allow installment payments. The money is split between law enforcement, prosecutors, and victim services organizations.
